Qatar to Award $30bn Deals Next Year – Investment Advice from CWIIL Group of Companies

Qatar is set to award $30 billion worth of contracts in 2016, according to a new report.

Samba Financial Group, in its latest Qatar report, said it expects the second half of 2015 and 2016 “will be very busy with project activity”.

Citing research from MEED, the report said that with $30 billion to be awarded this year, Samba expects a similar amount to be spent next year, as the country accelerates its preparations for the FIFA World Cup, which will see $135 billion worth of contracts awarded in Qatar between 2015-2020.

“The government’s investment program will be one of the key determinants of economic performance over the medium-term. Although there is evidence that the authorities have scaled down certain projects in the light of the sustained fall in the oil price, crucially we expect most of the planned investment will go ahead,” the report said.

“The scale of investment relative to the size of the country, and the looming deadline of the 2022 World Cup, are challenging. But the authorities are well aware of the issues, including the risks of overheating, over-spending and poor yielding investments, and are looking to set up appropriate timelines and management processes,” it added.

The report said Qatar’s economy expanded by 4.1 percent in the first quarter of 2015, on the back of strong growth in the non-hydrocarbon sector. In particular, there were strong performances from trade, restaurants and hotels, construction and finance, it said.

There are slight concerns about the banking sector, with liquidity said to be tightening as robust double-digit credit growth has not been matched by deposit growth which is being curtailed by falling public sector deposits.

“This is worth monitoring, but we believe that the authorities have ample resources to address any liquidity and funding issues, although public sector projects may take priority over private sector lending,” the report said.

The report said it expects Qatar to maintain the exchange rate peg to the dollar.

“As regards the exchange rate peg, although there has been some muted pressure in the forwards markets, we fully expect the Qatari Riyal to maintain its peg to the dollar. Its macro-fundamentals remain sound, external assets large, and there are few policy advantages from abandoning the peg which has served Qatar well.”

Abu Dhabi-Backed Fund Raises $992m to Invest in Japan – Investment Advice by CWIIL Group of Companies

The Carlyle Group, the US private-equity firm in which Abu Dhabi’s Mubadala Development Company owns a 7.5 percent stake, has raised 119.5 billion yen ($992 million) for its third fund dedicated to investments in Japan.

Carlyle said it has already used money from the new fund, Carlyle Japan Partners III, to invest in several firms including Oyatsu Company Ltd, which makes noodle snacks sold under the “Baby Star” brand. Carlyle’s investments in Japan are now focused on small and medium-sized companies.

Carlyle Group was founded in 1987. Abu Dhabi wealth fund Mubadala bought its 7.5 percent stake the company in 2007.

100,000 Troops Deployed for Hajj – Security Advice by CWIIL Group of Companies

Army troops and members of the national guard will join security personnel to oversee the annual Hajj pilgrimage, as a force of 100,000 is deployed to marshal the massive crowds.

Up to two million pilgrims from around the world will descend on Mecca for the pilgrimage that begins on Tuesday, and government officials have upped security amid concerns over threats posed by terrorist groups.

Major General Mansour Al Turki, spokesman for the Interior Ministry said that among those assigned to the task are members of an elite counter-terrorism unit, traffic police and emergency defence personnel.

In an interview with The Associated Press, he said that militants “cannot control a centimetre anywhere in Saudi Arabia.”

Kuwait Reject IMF Proposals to Introduce Tax on Public Services – Investment Advice by CWIIL Group

Kuwait’s National Assembly has rejected proposals by the International Monetary Fund (IMF) to impose taxes and life subsidies on public services.

The IMF put forward the plans in order to reduce the state budget deficit, but the assembly’s financial and economic affairs committee refused to accept them, citing its opposition to measures which would come at the expense of Kuwaiti citizens.

Kuwait’s revenues have dropped since June 2014 due to a slump in oil prices, with the value of crude falling almost 60 percent. Oil income contributes to about 94 percent of public revenues in Kuwait.

The IMF’s proposals were based on the projection that oil prices are not likely to rebound, and speaking to local media, MP Mohammad Al Jabri said: “We have to be transparent with the Kuwaiti people that the Kuwaiti economy is facing real problems.”

However, he added that the committee insisted any treatment of the economic situation must not negatively impact Kuwaiti citizens, and called for alternative solutions.

He suggested that measures could include effective implementation of zakat (Islamic taxation), the activation of the Build-Operate-Transfer law, and health insurance schemes.

Kuwait is projecting a budget deficit of KD7 billion ($23.2 billion) in the current fiscal year – the first shortfall after 16 years of surpluses that have helped Kuwait accumulate foreign reserves worth $592 billion.

Government measures to have already address the economic situation include the lifting of subsidies on diesel, kerosene and aviation fuel. It is considering lifting or reducing subsidies on electricity and petrol.
